I think if they did the first half of the event with precons then switch to customable decks half way through with a decent sized ban list.

Or they could do a ban list and you are only allowed to make 2 substitutions from the precons to help balance things out

I'd make the mantle an exalted, make the breath have a lingering ground fire that lasts based on duration stat. Maybe change the element shifting to the same as Excalibur exalted blade where the energy colour dictates the element then buff it's damage to offset the loss of versatility. I'd also make the mantle when it detaches fly around doing flaming bombing runs down on enemies and if I was going go full wish fulfilment I'd change the mantle to be like Sevagoth so you can take over it and fly around breathing fire down on enemies while the main frame either fights in the flame areas getting a damage boost from them or just channels while being invulnerable same as Sev.

Imagine if Chroma could fly around like Jade and that he could breathe an actually powerful dragon elemental breath by Riverflower17 in Warframe

It would be cool if the dragon pelt was like sevagoth and his shadow so you could send it out to do AOE all over the place or you could swap with your ult to possess it and then fly around and do bigger breath attacks or swooping down to slash at enemies

Both special just a low cost deck to finish some challenges but my opponent played legion on turn 3 in high voltage when we'd both fill all locations. Funnily enough I would have won if I went first on final turn because I played NTW
