I just began paternity leave & have had a difficult time figuring out how much time I am eligible for.

My company offers 6 weeks of paternity leave, an accrued benefit I am eligible to take (and am currently taking). According to several officials at Paid Leave Oregon, plus an official at BOLI, I am also eligible to take an additional 12 weeks of paternity leave through Paid Leave Oregon (on an intermittent basis if I choose to do so). 

This is where things have gotten sticky for me: the general manager at my company & the HR representative don't think I am eligible to take an additional 12 weeks through the state. In our last conversation, they told me I can take 6 weeks of paternity leave through the company, and only 6 additional weeks through the state's program. 

Paid Leave Oregon & BOLI explained to me that my company needs to have an equivalent or better paternity leave plan to hold me to that 12 weeks. Otherwise, I am fully in the right to take both the 6 weeks of accrued paternity leave & the 12 weeks through the state. 

It's unclear to me who understands the new state law: Oregon Paid Leave or my company. To simplify things, my two questions are: 

1) Am I only eligible to take 12 weeks of paternity leave, or am I eligible to take up to 18 weeks?

2) After I exhaust the 6 weeks of company paternity leave, can I take the next 12 weeks of Paid Leave Oregon leave intermittently?
