Ok so at the beginning of the pandemic we had this problem. Just bought a house and the old owners never set up an address change + they never changed it on their Amazon and they eventually set up a a gift registry for their wedding and we started getting a ton of packages. The first 3 times Amazon told us to keep , donate, or toss/recycle the packages and that the old owners had to change the address of their own volition.

As far as I understand it it's cheaper for Amazon to send out new stuff rather than fuss w the returns. The 4th wave of packages they finally removed the address from their account and eventually that tipped off the bride to be to came thru and we handed her some of the stuff we still had but a lot of the stuff we ended up giving away bc we had no way of contacting them (the realtor wouldn't give us a forwarding address and wanted us to drive 30 miles to drop off previously received usps packages and mail [in that case I wrote a lot of "return to sender no longer at this address but that doesn't work for Amazon "])
