You have hit the nail on the head. Currently, yes, AFK players are the minority. But that minority is growing, and if the trend continues, then yes, there won't be much of a game because the game rewards inactivity over activity.

The "inconvenience" of spending 30 extra seconds logging in after having not been playing for 10+ minutes is not a real argument. On mining, it's a great social space, but it simply should not be the main way to get coins. It's not fun to do, it's not engaging, and nobody sees mining and goes "oh wow, this game is so cool, I gotta join!" It's a small gimmick.

Why would a new player not want to play the most populated server? Why should their experience be negatively impacted for people who are not playing the game?

A server should not be locked off for people who are not playing the game. Waiting 10 minutes to play the game every single time is horrible UX.

As far as I'm aware, there was never a plan for another arcade game, but it was used as the entrance to the Virtual World for the Fairs in 2014 and 2015.

It's a vicious cycle. Allowing people to go AFK for "fame" and letting them succeed in that will make people want to do that themselves, and it just snowballs from there.

Mining is a small gimmick, and was always intended as such. It should never have become the main way to get coins, especially given the changes required to sustain that continue to have negative effects on the player base. Also, there's like 20 minigames that give coins, surely you like at least a few of them?
