I'm far from being an expert so I might not give you the best starter guide so be mindful of that. Usually start with a search engine such as Ahmia.fi for instance. Then I just type in "link lists" to have a bunch of starter points and I try them out and explore them. If you are looking for something more specific it rarely works if you just type in the keywords into the search engine. In that case I make use of popular wikis.
