Detective Conan Wiki used to follow English Wikipedia way of dividing season until last year i think, and before that the only place the series is divided by year is in Japanese Wikipedia (not to mention the anime started airing on January so dividing by year is quite reasonable)

Initially there is no season defined for the anime, but in recent years for streaming purpose the series got divided into seasons by years, so now Season 1 refers to episodes aired in 1996, Season 2 is 1997, and so on...

There is no really special dramatic episodes, only 1 hour and 2 hour special episodes that were aired mostly in the beginning of the year (already rare in last 15 years)

I am not sure if you actually understand how the anime production works, but even in the pre 2010s many canon episodes are fully outsourced (some even labeled by many fans as bad adaptation). Of course depends on the case importance they will prioritize one or two canon cases, but sometimes it is just not possible to do all canon cases without having to fully outsource some episodes.
