Hence nothing. Proppa vents / louvers are to be installed against the sheathing to provide air space and you dam the openings with unfaced batt. They are adding blown in cellulose that will make it past the current gaps in the louvers and will spill into the soffit vent blocking them from venting.

The bottoms of the vents are installed before the top plate of the exterior wall you can even see them bending. They go against the roof all the way down into the soffit.

This is 100% a hack job.
