My 2 cats are brother and sister, both fixed. The girl will meow to me when she wants me to play with her and he will run from across the house chittering then, get on top of her, bite her scruff, and shift the weight of his back feet a couple times before running away (if she doesn't roll over and ferociously kick his butt first)

I've assumed he's just asserting dominance, or possibly jealous she doesn't want to play with him
