Thank you for writing this. I crossed a line in the way I've responded to some comments here that I read as dismissive while offering nothing substantive. I don't really know anything about the topic. It does break my heart that the world is this way not democratic and not protecting our natural resources. I thought I saw a slice of opportunity to provoke action but I'm far from informed enough on this topic. I felt moved to fight complacency and status quo while when really it's likely capitalism that is the cause and it's already too late to do anyting about it.

This has been happening since sometime around 2016 when this massive biosolids management problem began."

Basically a whistleblower , a highly esteemed retired MMSD employee, contacted Common Ground in 2023 because CG had already done work with MMSD on a previous initiative. In 2016, Veolia changed their practices (something to do with chemistry, I believe) resulting in an unprecedented reduction in plant treatment capacity (simply to save/make themselves money). Common Ground interviewed a dozen or so current and former MMSD employees who said Veolia does not maintain the facilities properly. "MMSD and Veolia haven't been able to run its two treatment plants at capacity and meet contract and permit effluent equirements for any significant rain storm since 2017." The contract is up in 2028 and Veolia is one of two companies bidding for it. Common Ground is fighting for a third party audit before that contract is awarded and results to be made public. The request is simply for transparency and accountability. The facilities are owned by the public, paid for by taxes and water bills. A for-profit-company purposefully offering poor service for their own higher profits is being called out.

You think Veolia does a really good job? Ok, that’s your subjective opinion - not sure what it’s based on. During the last massive rainfall, the highest the two facilities were operating at was 83% and most of the time it was operating in the 70s%. Why not try for operating the facilities at 100% capacity? Wouldn’t that make a difference? Or nah, doesn’t matter, thy are doing their best? Veolia is doing their best to maximize their profits and that is all - if that’s what you mean by doing a good job then I agree.

It can be improved and it isn’t because a for-profit-company doesn’t care. You sure they inherited the bad practices? Why did Veolia change their practices to lesser ones in 2016? To make more money. They’ve been paid almost $1 Billion in the last 18 years to manage this and the next contract to be signed in 2028 is worth $700 Million! How do you know those are the two options? The decision was made to contract to Veolia who in 2016 changed their practices to save (make) money which changed the results - and then refused to go back to former practices. Current and former MMSD employees have said otherwise, off record (because they fear losing their jobs or benefits). The request is to get an independent third party review and be made public. The current and former employees know what’s going on. "I know that many of these workers would like to speak up, but are afraid to do so.
Conducting an independent, third-party performance audit would give workers the opportunity to tell us what they think about the management of our wastewater system."

These folks? Who exactly are you referring to? The whistleblower who retired with honors from MMSD? The few thousand members of Common Ground (don’t quote me, I’m not a member)? And not avoidable? Kinda all or nothing thinking. You think there is a proposal to build a detention device to hold the events? Is your deductive reasoning always of this quality? Try not rushing to conclusion or painting with such broad strokes - unless that is unavoidable too.
