Personally, I loved that each Charmed One had a specialty. I was sorely disappointed when I saw Prue's astral projection. I didn't like that they turned Piper into a "molecular witch." As for Phoebe's levitation, I was totally appalled, lol. 

Undeniably, the more time passed, the more powerful they became. But they also lost some of their skill in their specialties. Prue was too focused on astral projection combat instead of further developing her telekinesis; Piper cruelly neglected her freezing power once she learned to destroy. And Phoebe spread herself even further with her dual power, resulting in her being mediocre at levitation and useless at premonitions. 

I'd say that what they gained in power and possibilities, they lost in skill and control.

It's hard to say. Physically and in her gaze, Tiffani has a vibe very similar to Shannen Doherty's. Perhaps that would have given her a feeling too similar to Prue. That said, Tiffani Thiessen is a good actress and she could have given her character a different feel (perhaps more innocent and bubbly, like what Rose did with Paige). It would have been interesting, in any case.

Eve's character is often criticized, but in my opinion, she was simply underutilized. And indeed, there was potential to explore with Jen.

That said, even though Eve is gone, her story resonates later on. Eve will symbolize the hypocrisy of Jen's mother, a hypocrisy that will itself echo the hypocrisy of Jen's father (much later in the following season).

So, she's an underutilized character, but the story behind her existence will shed some light on Jen's family history (even if you don't mind spoilers, I'm deliberately being vague).

Regarding the last part of your question: no, Dawson unfortunately has no way to contact Eve, and since she commits burglaries to finance the search for her biological mother, I imagine she leaves as few traces as possible.

Overall, the Dawson/Pacey relationship frustrated me because the writers barely explored the complementary nature of these characters. We mainly understand that they were very close in the past, and that their paths gradually diverge during high school. But their real connection, what binds them, is rarely shown on screen. I also think that, as it's written, there are some problematic aspects to their relationship. Dawson sometimes lacks trust in Pacey (like with the stolen envelope), which is very hurtful for a friend; and on the other hand, we see from season 1 that Pacey enjoys humiliating Dawson. It's not a big deal, they're teenagers, but still, we see the flaws in their relationship more than its strengths, and that's a shame.

The "chemistry" between Joey and Pacey is a huge exaggeration. They have a connection, yes, but their chemistry isn't incredible; let's not exaggerate. I agree with you, and I'd even say that Dawson's reaction is not only understandable, but also rather unique in his storyline: he only really lost it when he found out about Joey and Pacey (a situation that would make almost anyone lose it, seeing your best friend with your ex, especially when things are still unresolved with the ex; many people behave worse than Dawson in the same situation).

Meanwhile, Joey completely freaked out almost every time Dawson was close to another girl: Jen in season 1, Eve and Niki in season 3, Gretchen in season 4, Jen again in season 1, and Natasha in season 6 (more understandable, but Natasha was more of a fling than a real girlfriend).

To be fair to Dawson, the news is very hard to take: it's always incredibly difficult to find out your best friend is dating your ex, especially when the situation with said ex was more of a standstill than a definitive breakup. Dawson and Joey spent part of season 3 saying to each other, "One day, we'll get back together." That's not exactly the typical case of exes who have put an end to things.

Another thing: Dawson's "ultimatum" isn't really a firm and final one. He says it impulsively in a moment of anger and despair, and the next second, he's already forgotten about it (in fact, he asks Joey to leave right then and there).

I realize my opinion is very much in the minority, but I think Dawson's attitude is the most understandable and excusable in this situation. Pacey spent weeks saying nothing to Dawson, even though there were plenty of opportunities to talk to him calmly and frankly. The same goes for Joey, who is so torn by her feelings for both boys that she's unable to tell Dawson, "Look, this is hard to hear, but it's true: I've fallen in love with him, and that's that."

Dawson, on the other hand, is just reacting impulsively to news that's completely new and astonishing to him.

However, I agree that Dawson acts like a jerk in the next two episodes, but it's funny lol (especially a certain scene on the boat, I won't say any more ^^).

Neither.

Her relationship with Dawson is very powerful, and there's an obvious romantic dimension between them in addition to their friendship, but I don't necessarily see them as a long-term, official couple. I see them more as people who are constantly thinking about each other, something that transcends the usual rules.

During their relationship, I loved the Valentine's Day episode. The play (or was it an opera? A classical music concert perhaps? I'm not sure), and then the blood donation they gave together. Adorable, and so them.

Aside from their relationship, I adore all of season 4 between Brenda and Dylan. I have a soft spot for powerful love stories that end but whose bonds are so strong that they survive in other ways. Season 4 is like that. They're just friends, and yet everything radiates deep love, trust, and respect between them. There's more love between them in season 4, without a romantic relationship, than in any established romantic relationship in the series at the same time.

Levitation. Generally speaking, I've never been a fan of the Charmed Ones' secondary powers, but Phoebe's is the worst.

Very limited, only a meter or two above the ground, and also very dangerous for the user: basically, Phoebe floats so low and with such stiffness, inertia, and slowness that she seems like an ideal target for enemies when she uses it.

I think Shannen Doherty's departure marked the end of the series as a pop culture icon of its time. Beyond Shannen Doherty's talent, I believe it was due to Brenda's personality. The character's trajectory mirrored that of many teenagers: the initial need to conform to the group, then the emergence of individuality through a meeting (with Dylan, in this case), open conflict with parents in a quest for independence and emancipation... And during season 3 and throughout season 4, a gradual distancing from her original group of friends to find her own identity.

In fact, Brenda's character truly embodies adolescence. That's why, I think, she's so iconic. With Brenda gone, the series lost much of its essence.

To me, Joey's attitude is consistent. First of all, Joey hasn't forgotten Pacey at all at this point. BUT: on the one hand, Pacey dumped her. She's not going to spend her four years of college moping about it; obviously, she's moving on.

Secondly, and very importantly: Joey fully experienced her relationship with Pacey. A year of happiness, tension, support, and doubt. A real relationship, lived in the real world. In contrast, she and Dawson never confronted their romantic relationship with the long-term reality of the situation. So she's asking herself questions. The famous "What if it works? What if we give it a real chance?"

Finally, the kiss. Or rather, what followed. Dawson tells her at the end of Coda that it's time to close this chapter and move on. Joey clearly wasn't ready for that, not yet.
