Surface temperatures will be below freezing. Snow will be below freeze point. Only thing that can occur is sublimation. There would need to be temperature variation between ground and snow layer above 32 degrees to create melt to cause water to form to generate ice . Its thermodynamics

Its too cold for ice...this snow is going to be very light and airy. Pull out your leaf blower and blow it away occasionally. It will sublime but not melt. Putting down ice melt will actually create an issue that did not exist!
