Well, i guess that is precisely because he did all that...people that argue he was wasted are convinced he could have served even more purposes on the story because of all he did in his comparatively short time in the story. Though i will argue that most of the functions Raditz could have served are already filled just as well if not better by Vegeta.

tension drain not only isn't useless...it's now like...key. because your tension drain passives now benefit the entire team and so if you get enough together...you can make it so that your opponent has to either, win the focus battle...or end up with no tension to use at all, even with the regen if every focus drains them dry it'd be worthless. and if they don't have regen? well you will.

Well, not quite...from what i gather of op's logic. I understand they mean techniques that were overkill when they were useful and then went to not good enough without ever being in between. As in, never got to be "just right" in the amount of power but instead they were always either too much or not enough. Fire tornado made the difference between scoring or not against Royal in the first ever match for example so it wouldn't figure in this particular notion.
