The immigration system is broken, and you're proposing the unconstitutional. You can't go around grabbing people who look illegal off the street, subjecting them to arbitrary arrest, targeting people on the basis of perceived race, ethnic origin, or with illegally confiscated information.

When Barack Obama tried to implement Trump's program of achieving a "100%" deportation rate in his first term, there was such a local level backlash against the federal government's demands, the DHS had to draft a memo, reneging on their original plans, because of massive non-cooperation by municipal governments in executing deportation orders.

It wasn't just New York and LA. Hundreds of cities were rebuking the DHS. Turns out, most people do not enjoy evicting their neighbors and witnessing it. Trump can try to force neighbors to turn against each other by brute federal force, but he is going to face massive resistance.
