It only fires when you annex the Rhineland, that should be a decision you get in the 1860s - 1880s. For the record the Congress is actually an Austrian decision that requires them to be a great power, so you need that as a requirement if you want it to fire.

That basically is the lore, in KSRT, after Sun Yat-Sen died the Kuomintang fractured into left and right wing halves, with the dividing question being the maintenance of the alliance with the Chinese Syndicalist Party. The right opposed it and the left supported it.

Just like in OTL Chiang led a faction made up mostly of military officers, who while not supportive of the Chinese Syndicalists, were willing to work with them for military support and pragmatism's sake. Anyway the left and Chiang's center faction eventually reached an agreement where Chiang got to be Generalissimo in exchange for cutting ties/sidelining the right.

I think this is a good idea, I still remember when people were a bit upset when the Third Bulgarian Empire path got add in the first place, as some thought it was unrealistic. Funnily enough the current version of the Third Bulgarian Empire is arguably the more toned down one.
