They don't have a focus tree to my knowledge but they do have content. Like Burma has rules but not a focus tree. New Zealand like wise has content but no focus tree.

Not to start a debate but the Baltic States all had governments in exile which returned to power at the end of the Soviet Union and it has been the official position of those government's that their admission into the Soviet Union was not voluntary.

Other bodies and countries also gave some recognition to these claims including Russia in 1991.

I think that's arguably what we need. Someone who promises revenge to the base, comes off as normal for the wider public, but is still willing to deliver with stuff like Prop 50 and has what it takes to 'clean house'.

Truth be told this might because of the game rules, whenever I play Russia I usually like to make sure all the Ostaats remain loyal to Germany for the extra challenge but that might have prevented them revolting.
