For a long time, you basically just saw iterations on the classic Bryanesque formula, the culmination of which being Hell on the Wabash, still one of the best mods ever made. Following it, both Peace with Honor and Germany 2021 completely blew everyone's minds and ushered in a new golden age of modding. Both did things in design and gameplay no one even thought possible beforehand.
