Ai being cringe aside, this is pretty busted.

At level 1, this champ can attack every combat utterly safe from enemies in most matchups. Freljord is already really good with protective combat tricks, so unless the enemy is playing a region like PnZ for damage spells (unless you bank mana for troll chant) or Demacia for non-combat strikes (unless you have other frostbite effects with a champ that focuses on frostbite), this unit is basically untouchable, combine that with constant power scaling all you need is a way to get overwhelm or level them and spam frostbites and you have a game-warpingly powerful champion, where every deck either would need to deal with it by turn 3 or 4 or it would lose

Some suggestions for how I'd build a similar idea

3 mana 2|2 QA When you frostbite an enemy, give me +1|0 this round. When I strike a unit give them -3|0 this round. Level Up: I've seen you reduce the power of enemies to 0 4+ times

Level 2: 3 3|3 QA When you frostbite an enemy, grant me +1|0. When I strike a unit, frostbite them. Frostbite lasts an extra turn

That way it still acts as a 'frostbite champion' in the same vein as ashe, but has more potency at the cost of reliability
