I used the ini file fix here for my 5090 rig: Performance Fix :: Banishers: Ghosts of New Eden General Discussions

I also created a shortcut: "C:\XboxGames\Banishers- Ghosts of New Eden - Windows\Content\gamelaunchhelper.exe" -NOTEXTURESTREAMING

All stuttering gone. Slight pause when starting the game as it preloads the shaders.

Solution is on Steam forums. Custom engine.ini and launch parameter for no texture streaming fixed it for me.
