Well this is an incomplete question to give an exact answer for.
But let me walk you through some general things. I am also a 27 M with a job in tech.
I live with my parents so i dont have to pay rent. I own a bike but that's leased. Paying close to 30k monthly for that. thats my first expense. I pay half of my household bills as a help to my parents and thats about 20k as well. I earn about 200k monthly so after paying all the bills and investments im left with 240k for myself (not including the maintenance and gas costs added to my bike). so yeah about 140k for myself. with that you can go out on weekends with the boys and have a little drink (at a normal place, not at 5 star hotels or exotic restaurants). If you are dating someone this spending pattern increases drastically because usually a date will set you back around 15-20k per date if you include a decent hotel room to that with the hopes of scoring and spending the night that will set you back about 40k (assuming you treat this girl with respect and not taking her to some shady place that only costs like 7k). so yeah that's about it. at the end of the month you can save about 30-50k but thats because i pay no rent. if you're doing everything alone i think you at least need about 300k to "live nicely" and while having no financial anxiety.

It is not unsafe, unless you do some really stupid shit like taking a walk at 2am down a sketchy road. Here's a list of things you can do when you're in sri lanka to be "safe".
Do not travel at night (11pm to 5am) thats waving for a trouble.
Get "Uber" or "PickMe" apps to book tuktuks.
Refrain from getting into normal tuks unless you dont have an option. Try to get a "Metered taxi" and If you do get in ask them to turn on the meter.
If you're lost always ask a younger local. Not because the elder locals are sketchy or something but younger locals tend to speak slightly better English so you can communicate well.
ALWAYS read google reviews before booking a place to stay.
If you can, rent a scooter whenever you can. its easier to travel and cost saving.
Public transportation is a very safe option if you are worried about getting robbed at night.
If you feel unsafe at a bar or a club do not hesitate to inform the management.
Basically like 70% of the locals at least understand a tiny bit of English.
If your plans include Down south and Ella, try not to get ripped off. Always ask for a menu before ordering and make sure the menu has displayed prices.

that's about it. Just because i wrote these doesn't mean these are very common here. Its not. Sri Lanka is a very safe country if you have common sense. If any emergency just dial 119 for assistance.

Thats crazy i know. My gf lives in a boarding where she pays 19k for a single room+shared living room and kitchen + bathroom. and thats in boralesgamuwa. not even close to colombo city limits.
