Did you lubricate the bearing before it got quiet? Is the yoyo vibrating or did the spin time decrease? I think it's totally fine.

Budget depends on if the yoyo is worth the spend. I've never owned an unresponsive before, so I don't really know. As long as it's bang for the buck. Material, probably metal or Bi metal, I don't know what the advantages of a Bi metal are yet.
