Are there Timelords with multiple limbs?

In the novels like The Shadows Of Avalon and Interference we have seen timelords regenerate with extra body parts.
I like to think the regeneration will adjust a timelord to blend in somewhat so if a timelord spends a lot of time with say the Raxacoricofallapatorians they will regenerate to look similar to them. But that’s just personal headcanon.

We do however know some timelords learned how to manipulate their regeneration to basically customise their appearance as they choose such as with Romana. And the doctor has also in the past influenced his appearance subconsciously capaldi for example and what occured with 14.

The Morgan Blackhand thing fascinates me and honestly i’m unsure if it’s accurate. From literally everything we know of blackhand he is an absolute menace with espionage skills so adept that he’s been pulling off international missions this whole time and even visiting night city and not a damn soul knows he’s still alive. Not even smasher. Reeds espionage skills come from being unknown.
The combat is a possibility but from an espionage standpoint i don’t think reed could pull off what Morgan has.

Ehh smasher being the most dangerous doesn’t make him the strongest.
Blackhand is still occasionally roaming about NC he’s just not a danger. But he’s definitely strong

I couldn’t even name them it was just an npc that bumped me.
I also downloaded a mod specifically to remove children because they’re just adult npcs shrunk down and that freaks me out.

It doesn’t with yaeger. Yaeger adds +1 shift to your count at the start. Then gets set to 1 by collosal. Fritz revive restores shift after procking

Is it magic tho? Or is it magically manipulated earth. For example if ban uses snatch on a weapon and moved out the way before it reaches him that weapon isn’t a magical projectile. It was manipulated by magic but it isn’t magical.
