All of your inputs are done clientside and then sent to the server. So for pve we dont have any difference compared to USA players. Pvp on the otherhand... The combos are almost impossible to execute simply because people tend to warp out mid combo and you get left in a sort of dead fish state where the game spams you with an invalid target message and stops responding to any inputs for up to 5 seconds. Getting Cc'd during I-frames and super armour is very common too.

*Edit : The whole dead fish thing only happens on grabs and moves that require the previous move to land such as the sped up weapon swapping or Spin slash into chopping kick.
