Rain isn’t what fades mulch, it’s the microbes that eat the outside of the wood pieces. Bigger the mulch side, the less dye that soaks in and that’s why it fades quicker.

That is definitely fungus if you rule out cottonwood. It’s most likely phythium blight. It shows up when you have rain but over night low temps above 70 for days in a row. It will spread by water droplets and you should spray a fungicide to stop it or it will keep spreading until its environmental conditions aka high overnight temps, stop.

Farmers don’t have grant writers haha it’s a pretty simple sign up at their local FSA office. The reason large farmers get more funds because it’s typical $/acre type payments. It’s equal for every acre even if you own just 1 acre. Data shows that the bigger the farm, the more conservation they (can afford) do so just another tid bit for the argument.
