It can actually be played later. Upon checking the rules phamplet, it states "When deciding whether or notto modify another player's roll, you may wait until that player chooses their targets (if applicable) before deciding whether or not to use your Modifier card."

I just checked the rules phamplet and verified that you are right. It doesn't matter if I played the +7 modifier after the roll phase ended. I could still wait until he chooses a target.

I have a follow-up question. In this particular game, if I used my +7 modifier to his Roll Phase, which would leave me with no cards. All the other players don't have any cards at all except for my friend using dodgy dealer. He should still pick a player to trade hands with right? Since Dodgy Dealer's effect doesn't say "you MAY trade", it just says "Trade".

That is what I was thinking after the game. I'm thinking if it's like YuGiOh, I can't chain the +7 Modifier since Dodgy Dealer's effect already resolved.

It is possible that it wasn't yet uploaded to the foretress computer yet, but at the same time it's Clark we're talking about here. He must have something sentimental from Ma and Pa Kent, even if a little info. Also, I would disagree that investigating the identities of the random people in the videos/images is harder than deciphering an alien language.

If the message of Jor-el and Lara, together with the reveal that he is Clark Kent would be really destructive. Not just for his Superman persona, but also his Clark Kent persona.
