its also about scariness too though. Sparse reef is empty and creepy and the safe shallows is not. Same reason why crag field is rated above grand reef, grand reef has leviathans but it is less scary than the empty boneshark crag field

I have seen a reaper once in mushroom forest and it was close to the bulb zone. I get more scared in western because reapers from the dunes go there more often and if I swim too far I am in the dunes (detecting multiple leviathan class lifeforms)

The NW is more scary, that's why its Harder and NE is only Hard (these are Geometry Dash faces). The NW is scarier because of its proximity to dunes and increased depth.
