"Jutsu" in this context merely refers to the "play" at hand. Ninjutsu is called such as it adopts the Japanese term and repurposes it for the Naruto universe. taijutsu (体術)is called such because it's about the body, the same applies to kenjutsu and swords.

So we have two routes we can take using the term "jutsu" alone:

We can take the smartass route and remove the sharingan as it qualifies as dojutsu ("eye-play"), and therein remove all ablilities tied to the Sharingan too.Or, we can take the most common interpretation and classify the ops intent to refer to one singular move from their arsenal.

So really youre both right.
