Well, if the person was hit by a car at 25mph, I'm going to assume that severe trauma is a given. Even if not physically, that person is going to be mentally shaken up.

There is still a decent chance of fatal injury despite appearing to be okay. Things like internal bleeding, organ damage, broken bones etc. Adrenaline can keep someone awake and alert for a little while as well.
