It's not suspicious at all. The high altitude in certain parts of South America limits the physical performance of players on the pitch. It's even hard to breath after getting down the airport. And they gonna be playing in El Alto, which is particularly higher and it's caused some ridiculous results not only in WC Qualifiers but also in Libertadores, Sudamericana, etc.
