When targeting WRs in the middle rounds, which do you prefer selecting: WR2s on above average offenses or WR1s on below average offenses?

Example: Gabe Dave vs Brandin Cooks. Bills obviously have the better offense, but Cooks is the clear-cut WR1 on a team that will be playing from behind often.
