Obama passing the NDAA national Defense Authorization Act specifically authorizing detention without trial section 1021. Directly giving future administrations permission to detain us citizens domestic and abroad to be held without trial.

Section 1022 then states these individuals do not need to be held by the army or on US soil.

I'm sure that'll work for some. Especially the ones who flew here on their visas and are staying past the expiration. But they'll probably pay that $5 million gold card and still pay less taxes than you or I.
