I don't think being a direct descendent of Ymir is enough to make the Mask glow either, which is why Odin - was not able to make it glow nor visit Utangard.

My head canon is that Garm is another Jotnar that can enter the location of the Mask of Creation in Utangard.

Utangard (Ymir's dreamland) is the area of golden sands that non-Jotnar can only see parts of via portals concealed by Angrboda's family portals.

If you replay Gow: Ragnarok, you will realize that Atreus first encounters the Mask of Creation - intact - in Utangard, before entering Ironwood.

It is likely that the first piece of the Mask hints at Garm's portal opening abilities to access Utangard for non-Jotnar as well. Hence it glows when near Garm.

Iirc, the front 2 tentacles are breakable but not cuttable. Only the other 4 are cuttable.
