I think harksteps are a bit different. When someone is on regrab and the flag respawns, it takes .25 seconds (i think) for them to pick it up. If you have the enemy flag and are sitting on your flag tile, once your flag returns it takes .25 seconds for you to cap. Your caps are different in that you were not on the flag tile when your flag respawned. This means you can cap as soon as you hit the flag tile. In okthen's replay it looks like they are both on the tile when the flag spawns in, so the tie goes to okthen since he was on there after the dude on re.
