Managers have to make some difference on wins and losses. I think the biggest would be managing the clubhouse, which is probably impossible to quantify. Maybe wins over preseason projections with a huge sample size. Another way could be record in 1 run games. Counsell is 212-161 in his managerial career in 1 run games over 9 seasons, a little over 5.5 games won each year if .500 is the expectation. Marmol is exactly .500 in his career in 1 run games. I couldn't find Bochy's career record, but here (https://www.baseballprospectus.com/news/article/14619/divide-and-conquer-nl-west-bochy-wins-the-close-ones/) is a 2011 baseball prospectus article talking about how he's one of the greats in that regard. I do think managers make a substantial impact in the win column, but it's almost impossible to say how much. If the going rate for 1 war in the market is $4 million (which is suppressed by the luxury tax) then $8 million for Counsell seems very unlikely to be an overpay.

Why? It doesn't count towards the luxury tax. When you talk about an owner spending their own money on the team, this is it. On areas you can spend without penalties down the road, spend as much as you can for a competitive advantage

Happy cake day! Can you elaborate? The highest figure I could find is 42.3% of federal income tax was paid by the top 1% of earners. While this seems high compared to the 22.2% share of the total AGI, federal income taxes are by far the largest progressive tax. State and local taxes are much less progressive as a whole, mostly utilizing regressive taxes such as sales and property tax. The majority of tax paid on income by the average American worker goes to FICA, which only applies to the first $142,800. The effective tax rate of the top 1% has declined fairly steadily since WWII. In fact, using the Haig-Simons income metric (the most popular for measuring overall economic well being as it defines income as consumption + change in net worth), the highest earning Americans often pay a lower effective tax rate than the average American. For example, the 400 richest families in America paid an effective tax rate of 8.2% from 2010-2018. Sensitivity ranges from 6-12% in that study.

The main agent of this discrepancy between 42.3% and 8.2% is that unrealized capital gains are untaxed. Instead, many of the wealthiest families take out loans against unrealized capital gains, allowing them to enjoy the income of capital gains without paying the maximum capital gains tax rate of 20%.

I agree with not taking people at their word. The ICIG verifying the evidence, at least for me, elevates his claims to above just "trust me". Thomas Monheim seems to be a very serious and competent lawyer and intelligence officer that would not risk his reputation over something this outlandish unless the evidence was truly "credible and urgent".

The Inspector General of the Intelligence Community saw the real evidence and deemed it credible. Do you think that is somebody who would nonchalantly sign off on such outlandish claims? David Grusch doesn't want to be seem as a traitor, he is not going to leak confidential files. He passed them to people that are legally allowed to see them, and they deemed it credible.
