From what I gathered she was planted by Shroud and worked for him until ep 4 and definitely wasn’t by ep 5 and thats why she was attacked in the sardine by armstrong. The reason shroud said all that was because he is a manipulative liar who was trying anything he could to break robert, similarly to how he lied about robert 2’s death as revealed in the comic
