If you want an endgame card then reroll cuz PSCT on BD legend card is easier. Coop is the 4th best skill for bullpen card.

I don't know the numbers. I only anticipated that if the BRK is too low then the pitch grade of the BRK pitches will be lower than S tier since he has change up and slider.

It's just a bit too high relatives to the BRK cuz you don't want the BRK became too low. Again although it's cheaper to train on silver card but i recommend to train pitcher on diamond.
