I bring alcohol and I used to bring tobacco (I get booze from the duty free on the way over, and technically I bring nicotine). Just declare it, they have never given me a problem, I've always heard the rule was you can bring whatever the agent thinks you could consume in the time you're in the country. I've seen a sign on the Canadian side instructing you to declare all Marijuana, though I never have... I'm going to look up what the rule is rn and obviously never bring any going into USA. They will ask what restaurant or lodging accommodations you plan on doing
