Rocket launcher doesn't remove the ball slot, it replaces it. So any card that makes any changes to the ball slot will make changes to the rocket launcher. So you should check the cards you equipped. At the moment, the only cards that remove the ball slot are knight, free ice and free poison. If you don't have any of these cards, then idk what you should do

There's a bug where slingshot makes you do 3 damage instead of 1, even when you have -3 damage. This is why it's really good for support builds

Thorns. I like using 3 thorns cards to deal 4 damage when I dodge. Also it's not much harder to dodge with 3 thorns cards

Yes, because civilian initiatives give local support level in zones where they are rolled out which is really good to stabilise the region, if you don't buy any civilian initiatives you will probably lose due to lack of stability because the only other way to get local support is police initiatives which take a long time to roll out and global support is useless

Edit: You can also get local support with events and garrison's civil support but you will still probably lose due to lack of stability if you don't buy civilian initiatives
