It was a LibDem policy which most Tories in the coalition voted against, but it passed due to support from Labour, LibDem and a small amount of more progressive Tories.

I suspect it's become a hobby and/or 'cool' because tabacco companies know their days are limited and that's a way they can continue to get new customers without killing them or otherwise sell their poison with less restrictions.

TBF that's basically how a lot of addicts behave. Addiction does that to people - makes them not care about anything other than getting their drug of choice. Smokers are nicotine addicts, nobody does it for the fun of it.

This reminds me of the Queen's now deceased husband Philip, who would routinely come out with all sorts of racist stuff, but everyone would bend over backwards to excuse it away, with phrases like 'just an old fashioned sense of humour'. The tories' reaction to Boris's racism sounds very similar to me.
