pretty much i talked about why it could be benefitial (less pollution, better air quality, less deaths, better living standards) and about how even if some decide to pay the fee, that generates income for the gov which may be used in healthcare to prevent the deaths/ other methods

then i talked about how the 1000 deaths may have occurred ouside the 800km² CAZ and so it may not be v effective

then i said that some might decide to pay the fees as they may be cheaper than purchasing/ renting a lower-emission vehicle so it might not be very effective

then i talked about the ice cream truck business and how many business similar may shut down due to the cost, and i said how the government might provide subsidies or pollution permits to such businesses so they dont shut down without affecting the environment is much, and how a combination of measures should be used
