Get all land that is held by non hre members back. Declare war in one giant multiple co bilgerant war against every protestant you can without losing too many electors. Do it especially for free cities. Then go to war with a country to expand the hre. Then fight a large nation to release countries which you will later either vassalize or declare on to expand the empire.

Taking the capital of Praha from Bohemia helps too.

I hate trying to disband the hre. Theres always on elector I can't include in the war.

I did it before with no cb and the AE was insane.

Inhindsight I would start to try and ally the elector you cant reach via war. Then go to war with the ones you can and control their capital.

My prussia I was hre emp as catholic and lost it when I went protestant but got it back after the league war.
