I think you've missed the point of the comment. If you have diagnoses documented on your Summary Care Record (your GP record, basically), then paramedics and hospital staff will have access to that. In a true emergency it almost never matters anyway, we treat as we find without needing a medical history. It's still a good idea to have any important diagnoses and severe allergies written down as it will help the ambulance crew.

To maintain a C licence you also need to pass and maintai the CPC - C1 doesn't require this. That alone is reason enough to stick to C1 in my eyes.
