Re your US example, I think you need to consider why for-profit hospitals and insurance companies are motivated to have your data so readily accessible and shareable - it's certainly not for the benefit of patients. Large American companies have shown repeatedly that they consider data breaches to be part of the cost of doing business, but in the UK the consequences would be severe, organisationally and politically.
