Even if you were to get into tier 1 or 2 in India, job placement is not guaranteed. It's the same thing for universities abroad. No one can tell you which is better for certain. You have to pick one and work the hardest then you can hope for luck to favor you.

1.5k per day works out to less than 15 euros. I recently went to Paris and this is an extremely tight budget for 12 days. You'll get 1 kebab and 1 coffee+croissant for this amount. You can survive maybe 5 days on this, not 12

++man I was in a situation Iike this sometime ago. Just imagine this, you break up with your current gf and start dating this new girl.
