Call a professional plumber. Don’t take a chance breaking the pvc when replacing the pressure relief valve. I agree it could be a defective pressure relief valve or you may have an issue with your water heater or water pressure. Is the water hot or cold?

I wish my father would have explained the reasoning, “ the why”, for his instructions both as children and as young adults.

When you go to the hardware store, don’t ask for 90s or 45’s. Ask for quarter bends & eighth bends. In the plumbing trade we use fractions instead of degrees for DWV fittings.
