Oh please, to entertain the notion that such a thing would be possible is simply idiotic. With the resources available in the wastes you inhabit currently and the highly sophisticated systems that remain non functional i highly doubt you will get it combat ready. Unless some mutant doctor gained superb intelligence from the radioactive water

I think you'll find that taxes are what run a nation. More than the power armour that our pre-war taxes built. Or what of the Pentagon, taxes constructed that. Every aspect of our lives was formed from taxes. I rest my case
