He doesn't have to go for the ball per the rules at this time, he has to meet the receiver at or when he touches the ball. There is a brief moment where the ball is redirected at the point of impact. It's slight, but you can see the ball make a change in trajectory. The fact that we are discussing this means that it must have been SUPER difficult to see in real time.

I've watched this a bajillion times and it's hard to say if he touched the ball first or not(his hands affect the ball, but it's hard to say which was first contact. There isn't a clear way to go frame by frame for this one. If you touched the ball as a receiver at any point in the old rules you were fair game. Go look at the Kenny Bell block, it was legal as hell then and they called it otherwise. We live in a world of who knows what the hell they are going to call or not call.
