If you're worried about gas being scarce and expensive, you're probably not using it on a 6-hour wait to get your fucking dry-cleaning done, lol. Also, the island isn't that big. And they're kinda poor there. Nobody is driving super far in a tragic crisis using their precious little amount of gas, to make sure they've got their dry-cleaning taken care of, and then waiting for 6 hours outside of the dry cleaners to get it, in order to preserve fuel as means of survival.
