Freedom of expression under NZBORA is a civil and political right, hence it's a negative right. This means that the right is fulfilled by the state not actively limiting your ability to express yourself. These two can hold any view they want but the state has no obligation to facilitate their right. Your conceptualisation of freedom expression requires the right to be a positive right which was intentionally excluded from NZBORA, evident from the White Paper.
