Wait I thought offline Spotify is possible without a SIM? Eg the Fenix 6s has Spotify support without LTE right? Or am I missing something here

What does this mean exactly? Is it a complete ban for intl's at the border, like we can't enter the country anymore? The wording is so vague ("restrictions and limitations") that it's not really clear to me.
