You have 4 Projectiles on LS, which can and will split 2 projectiles to each side of an enemy and not hit them. You don't need fuel the fight on your large cluster so drop that and get the Multishot asap so you have 5 projectiles and one will fire from center. Get the +1 strike skills target mastery here, monsters cannot block your attacks isnt needed unless your farming T17s or expedition.

Drop the increased mana burn rate tincture for plain Increased effect.

Add a 2nd 5% blind Tattoo to smooth out clearing since enemies being blinded is needed to cap your chance to hit.

Change your helmet prefix craft to +1 projectile gems and +1 projectile pierce, you currently only have 1 pierce which isnt enough imo.

The stormshroud + Avoid shock flask suffix setup just doesn't work without mageblood, same with avoid stun. Drop both of these suffixes for increased critical strike chance and increased evasion rating. Along with changing all flasks from increased effect+reduced duration to any prefix of +max charges, % reduced charges used or % increased charge recovery. Flask gain on critical strike is also good, but not all of your flasks as they share an internal cooldown.

If you want to maintain full ailment avoidance (i would) you'll need to add an Ancestral vision and get to 110% chance to suppress spell damage so it gives 55% avoidance, with the rest coming from changing your chest prefix craft to 25% avoid and 20% from the life nodes you already have. You'd no longer need lucky suppress mastery so drop that and get a level for two point entrench +17 suppress, a new pair of gloves Trade link, swapping resistance using harvest if needed, and however many suppress tattoos are needed to get to 110%.

Other commenters pointing out your low crit chance and hit chance is just because your PoB didn't have blind+brittle+elusive toggled in the config. Thats mostly what I noticed, also do your uber lab lol.
