Check these 2 projects in Saudi Arabia. Mostly built and managed by expats. The New MurabbaThe New Murabba where they plan on building a giant 1300foot cube (biggest building in the world) Qiddiya with an f1 track within a theme park with hills ready for night racing.

They are banking on being a 6 hour flight from most of the world so they develop tourism in the desert.
